Yeah, I realise that it is a grey area...

I was orginially going to propose a service that actually patched the arf file, i.e. they uploaded their file, it patched it and they downloaded it again. But that seemed a bit silly when just checking the file is the same and letting them download the patched version amounts to the same thing.
